{"id":8702,"date":"2026-03-11T10:16:39","date_gmt":"2026-03-11T09:16:39","guid":{"rendered":"https:\/\/goodnewenergy.enagas.es\/uncategorized\/green-hydrogen-enters-its-decisive-phase-conclusions-of-the-4th-hydrogen-day\/"},"modified":"2026-03-11T10:34:35","modified_gmt":"2026-03-11T09:34:35","slug":"green-hydrogen-enters-its-decisive-phase-conclusions-of-the-4th-hydrogen-day","status":"publish","type":"post","link":"https:\/\/goodnewenergy.enagas.es\/en\/proactive\/green-hydrogen-enters-its-decisive-phase-conclusions-of-the-4th-hydrogen-day\/","title":{"rendered":"Green hydrogen enters its decisive phase: conclusions of the 4th Hydrogen Day"},"content":{"rendered":"<p>In Spain, green hydrogen has already mobilised\u00a0<strong>over 3 billion euros in aid from the Recovery, Transformation and Resilience Plan.<\/strong>\u00a0Of this total, 520 million euros have been earmarked for five hydrogen-intensive projects, while a further 1.2 billion euros have been allocated to the development of hydrogen valleys, which are regarded as a key part of energy and territorial planning.<\/p>\n<p>These figures, provided by <strong>Sara Aagesen<\/strong>, the Third Vice-President of the Spanish Government and Minister for the Ecological Transition and Demographic Challenge<strong>, during the 4th Enag\u00e1s Hydrogen Day,<\/strong> reflect a turning point for this energy carrier, which has entered its large-scale implementation phase backed by a solid amount of investment.<\/p>\n<p>Moreover, green hydrogen is also progressing in terms of regulation and infrastructures, as was made clear during the event, a benchmark for the sector that brings together all the main stakeholders: <strong>representatives of the Spanish Government, the European Commission, TSOs (Transmission System Operators),<\/strong> <strong>regulators and large industrial consumers.<\/strong><\/p>\n<p>The message within the industry is unanimous: <strong>the hydrogen economy is no longer an ambition, it\u2019s a market that\u2019s taking off<\/strong>. The above was confirmed during each of the speeches at the event organised by Enag\u00e1s, which was attended, in addition to Sara Aagesen, by Antonio Llard\u00e9n and Arturo Gonzalo, the company\u2019s Chairman and CEO, Teresa Ribera, the European Commission\u2019s Executive Vice-President for a Clean, Fair and Competitive Transition, and Cani Fern\u00e1ndez, the President of the National Commission on Markets and Competition (CNMC).<\/p>\n<h2>Why is green hydrogen important for Spain and Europe?<\/h2>\n<p><strong>Sara Aagesen\u2019s institutional opening speech served to emphasise that energy autonomy is now a geopolitical priority<\/strong>. The transition towards a decarbonised system requires a legal framework that transforms the \u201cmission\u201d into an \u201cinvestment\u201d.<\/p>\n<blockquote class=\"wp-block-quote\"><p>Aid for renewable hydrogen projects: over 3 billion euros from the Recovery Plan have been mobilised, with 1.2 billion euros specifically assigned to the development of hydrogen valleys<\/p><\/blockquote>\n<p>Aagesen announced a key legislative measure: <strong>her ministry will submit<\/strong>\u00a0<strong>a draft bill to transpose the European hydrogen package<\/strong>, thus laying the foundations for a national system and a new regulated market with clear rules for hydrogen and renewable gases. In other words, the model for tolls and charges for new networks will be defined to minimise the uncertainty for private capital.<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" title=\"Sara Aagesen en el 4\u00ba d\u00eda del Hidr\u00f3geno | Enag\u00e1s\" src=\"https:\/\/www.youtube.com\/embed\/ZtV-p3vpJ2A\" width=\"315\" height=\"576\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p><strong>Teresa Ribera<\/strong> from the <strong>European Commission referred to the certainty factor that the renewable hydrogen market requires<\/strong>. \u201cWe know that certainty, predictability and demand management are important when it comes to making an investment attractive\u201d, she said. In this regard, \u201cmoving on from the mission to the investment needs clarity\u201d.<\/p>\n<p>Ribera also emphasised that <strong>hydrogen is the tool which is key to replacing natural gas in hard-to-abate sectors<\/strong> and pointed to the H2med corridor as one of the most advanced projects for the European energy highways and a model to be imitated in terms of transnational cooperation and administrative flexibility.<\/p>\n<p><strong>In her key speech,<\/strong> <strong>Cani Fern\u00e1ndez<\/strong>, President of the <strong>CNMC, sought to underline\u00a0a basic concept for the deployment of<\/strong> <strong>renewable hydrogen:<\/strong> it isn\u2019t a sectoral project or an isolated policy, but rather a collective effort of huge complexity. \u201cHydrogen is a joint project\u201d, explained Fern\u00e1ndez, underlining the systemic nature of this new energy economy and pointing to the international dimension of the challenge, given that the value chains, infrastructures and markets will, by definition, be cross-border.<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" title=\"Cani Fern\u00e1ndez en el 4\u00ba d\u00eda del Hidr\u00f3geno | Enag\u00e1s\" src=\"https:\/\/www.youtube.com\/embed\/YBUE5E50Iyw\" width=\"315\" height=\"576\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<h2>Key green hydrogen infrastructures: H2med and the Spanish Backbone Network<\/h2>\n<p>Hydrogen infrastructures established themselves as one of the core themes of the 4th Enag\u00e1s Hydrogen Day. During his speech, company CEO\u00a0<strong>Arturo Gonzalo<\/strong> stressed that both the Spanish Hydrogen Backbone Network and the H2med corridor are progressing \u201cat cruising speed\u201d, reaching the envisaged milestones in administrative, technical and commercial terms. This progress, in his words, confirms that\u00a0<strong>the deployment of green hydrogen in Spain<\/strong>\u00a0<strong>has entered<\/strong>\u00a0<strong>a decisive phase<\/strong>, one which is aligned with the faster investment cycle that Europe is witnessing and the urgent need to reinforce its energy autonomy.<\/p>\n<blockquote class=\"wp-block-quote\"><p>Arturo Gonzalo: \u201c2026 will be the year of the deployment of hydrogen, and we\u2019ll witness the acceleration of final investment decisions and the creation of new capacities\u201d<\/p><\/blockquote>\n<p>In the case of H2med, Gonzalo pointed out that 2025 was a key year for the project, with unprecedented progress made by the large pan-European hydrogen infrastructures. The corridor enjoys\u00a0<strong>exceptional political and financial backing from the European Union and the member States<\/strong>, having been included among the priority energy highways and acknowledged as a flagship project by France and Germany.\u00a0\u201cWe know that Europe grows when we respond to challenges together\u201d, he stated.<\/p>\n<p>At the same time, the\u00a0<strong>Spanish Hydrogen Backbone Network<\/strong>\u00a0is advancing as the great internal pillar set to articulate the domestic market and its connection with Europe. Gonzalo recalled that Spain will have an operational backbone network by 2030, with the conceptual engineering completed and the basic and detailed engineering underway, including the compressor stations. Enag\u00e1s is working with six Spanish engineering firms and proceeding with <strong>key complementary projects, such as the Norte 1 underground storage facility in Cantabria<\/strong>, thus reinforcing the technical and operational robustness of the system.<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" title=\"Arturo Gonzalo en el 4\u00ba d\u00eda del Hidr\u00f3geno | Enag\u00e1s\" src=\"https:\/\/www.youtube.com\/embed\/8ALaZcn_rWM\" width=\"315\" height=\"576\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<h2>Green hydrogen constitutes a unique opportunity<\/h2>\n<p>This shared vision was echoed by Enag\u00e1s chairman\u00a0<strong>Antonio Llard\u00e9n<\/strong>, who focused on the scale of the infrastructure for the deployment of renewable hydrogen in Europe. In reference to the future European Hydrogen Network, Llard\u00e9n stressed that\u00a0<a href=\"https:\/\/goodnewenergy.enagas.es\/sostenibles\/hidrogeno-verde-preguntas-respuestas\/\">green hydrogen<\/a>\u00a0constitutes a unique opportunity for Europe to<strong> design and build an energy infrastructure with a clear European vision from its inception<\/strong>.<\/p>\n<p>Unlike other energy systems in the past, he explained, <strong>hydrogen can facilitate the planning of a network designed as the backbone of<\/strong> the European Union\u2019s <strong>energy planning from scratch<\/strong>: \u201cThis great network will articulate the European energy map, linking the networks of the member States and connecting the major production and consumption hubs.<\/p>\n<p>This is an approach which, in his view, is vital if progress towards\u00a0<strong>a genuine internal hydrogen market <\/strong>is to be made.\u00a0 \u201cA European market isn\u2019t possible without infrastructures\u201d, he declared.<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" title=\"Antonio Llard\u00e9n en el 4\u00ba d\u00eda del Hidr\u00f3geno | Enag\u00e1s\" src=\"https:\/\/www.youtube.com\/embed\/P0mCVn4OMC4\" width=\"315\" height=\"576\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<h2>What is the global investment in renewable hydrogen?<\/h2>\n<p>During the session titled <em>The global progress of hydrogen: from the ambition to the execution<\/em>, Hydrogen Council CEO<strong> Ivana Jemelkova<\/strong> provided an <strong>international vision of the evolution of hydrogen as an energy carrier<\/strong> and the challenges facing the acceleration of its deployment.<\/p>\n<p>\u201cThe global<strong> hydrogen <\/strong>industry<strong> has recorded committed investments totalling over 110 billion dollars in projects<\/strong> that have reached their Final Investment Decision (FID) and ones that are under construction or in operation\u201d, emphasised Jemelkova. This figure <strong>encompasses 510 projects throughout the world<\/strong>.<\/p>\n<p>She also highlighted that <strong>\u201csince 2020, investments have increased tenfold (from 10 billion to 110 billion dollars)<\/strong>, growing at an average rate greater than 50% per year. This is a faster pace than that of many energy technologies in their early scale-up stages. It\u2019s not just about numbers, but rather proof that the hydrogen industry has moved on from the ambition to the execution\u201d.<\/p>\n<h3>The French, German and Chinese green hydrogen model<\/h3>\n<p>One of the highlights was the talk devoted to the German model, during which <strong>Bernhard Kluttig<\/strong>, Director General of the Security, Gas and Hydrogen Division at the Federal Ministry for Economic Affairs and Energy, outlined the <strong>experience of Germany and its contribution to the development of the European hydrogen market<\/strong>. From the outset, he explained, Germany has advocated coordinated planning between industry, regulation and infrastructures with a clear European orientation, in the belief that the success of hydrogen depends on integrated markets and cross-border networks.<\/p>\n<p>The round table titled <em>The unstoppable progress of hydrogen transmission networks in Europe<\/em>, chaired by Arturo Gonzalo, featured the top executives of the main European operators: <strong>Rodrigo Costa<\/strong>, CEO of REN (Portugal), <strong>Sandrine Meunier<\/strong>, CEO of NaTran (France), <strong>Willemien Terpstra<\/strong>, CEO of Gasunie (The Netherlands), <strong>Pascal De Buck<\/strong>, CEO of Fluxys (Belgium), and <strong>Thomas H\u00fcwener<\/strong>, CEO of Open Grid Europe (Germany). During the debate, <strong>they analysed the progress of the infrastructures in their respective countries and underlined the importance of cooperation between European operators through cross-border projects<\/strong>, such as the ones that Belgium and the Netherlands and France and Germany are seeking to undertake.<\/p>\n<p>The session titled <em>The French model: the hydrogen ecosystem in France<\/em> was also held, with <strong>Pierre-Etienne Franc<\/strong>, CEO of Hy24, and <strong>Javier Brey<\/strong>, President of the Spanish Hydrogen Association.<\/p>\n<p>The panel discussion titled <em>Europe, committed to competitive decarbonisation through renewable hydrogen<\/em> featured <strong>Cristina Lobillo<\/strong>, the European Commission\u2019s Director of Energy Policy, <strong>Dr Christoph von dem Bussche<\/strong>, President of ENNOH, and <strong>Jorgo Chatzimarkakis<\/strong>, CEO of Hydrogen Europe, with <strong>Francisco de la Flor<\/strong>, CEO of BarMar, as its chair.<\/p>\n<p>The session titled <em>Funding to accelerate investments in hydrogen<\/em> was attended by <strong>Paloma Aba Garrote<\/strong>, Director of CINEA at the European Commission, <strong>Roland Schulze<\/strong>, Managerial Advisor in low carbon energy technologies at the European Investment Bank, <strong>Bianca Dragomir<\/strong>, Director of Cleantech for Iberia, and <strong>Urbano Troncoso<\/strong>, Executive Director of Structured Finance at Banco Santander. The debate was chaired by <strong>Joan Batalla<\/strong>, President of Sedigas.<\/p>\n<p>The event continued with the debate titled <em>The H2med Alliance, the commitment of the entire industrial value chain<\/em>, chaired by <strong>Natalia Latorre<\/strong>, Energy Transition General Manager at Enag\u00e1s. <strong>Nicolai Ra\u00df<\/strong>, OGE\u2019s Director of Hydrogen and International Development,<strong> Marie Claire Aoun<\/strong>, Strategy Director at Ter\u00e9ga, Dourog\u00e1s CEO <strong>Nuno Moreira<\/strong>, <strong>Valter Diniz<\/strong>, REN\u2019s Director of Institutional Relations, and <strong>Geoffroy Anger<\/strong>, Head of Hydrogen and CO\u2082 Business Development at NaTran, all took part.<\/p>\n<p>Subsequently, <strong>Audrey Ma<\/strong>, Executive Director of the Board and Vice-President of International Business at ReFire, led the session titled <strong><em>The hydrogen economy in China<\/em><\/strong>, outlining the keys to the growth of the leading country in terms of electrolysis capacity.<\/p>\n<p>The participants in the panel discussion titled <em>Consolidating the demand for hydrogen: the vision for transmission and mobility<\/em>, chaired by <strong>Eugenia Sillero<\/strong>, Secretary General of Gasnam-Neutral Transport, included <strong>Lo\u00efc Voisin<\/strong>, CEO of HysetCo, <strong>Audrey Ma<\/strong>, <strong>Luis Felipe Su\u00e1rez-Olea<\/strong>, President of HVR Energy, <strong>Xavier Flores<\/strong>, CEO of TMB, <strong>Mark Freymueller<\/strong>, CEO of HYUNDAI Commercial Vehicles and Hydrogen Business, <strong>Miguel Carsi<\/strong>, Head of H2 Cluster Business Development and Value Chain at Toyota Motor Europe, and <strong>Emma Nogueira<\/strong>, Director of Strategy and Business Development at Bosch.<\/p>\n<p>Finally, the round table titled <em>Major green hydrogen projects currently underway in Europe<\/em>, chaired by <strong>Cristina Rivero<\/strong>, General Director of the Spanish Energy Club, featured <strong>Juan Llad\u00f3<\/strong>, President of T\u00e9cnicas Reunidas, <strong>Miguel \u00c1ngel L\u00f3pez Borrego<\/strong>, CEO of Thyssenkrupp, <strong>Soeren Toftgaard<\/strong>, from Copenhagen Infrastructure Partners, <strong>Nils Aldag<\/strong>, CEO of Sunfire, and <strong>Alan Ripa<\/strong>, CEO of Acciona Plug.<\/p>\n<p>The event was brought to a close by Arturo Gonzalo, who stressed that, far from being an emerging technology, <strong>green hydrogen is advancing towards large-scale deployment, with Spain and Europe occupying central positions<\/strong> in its development. The 4th Enag\u00e1s Hydrogen Day confirmed that this energy carrier has reached the <strong>peak of its transition towards an industrial reality<\/strong>.
